A 76-year-old man lost control of his vehicle while travelling east down Boland Street.
The car was driven up the flood levee, crossing the pedestrian footpath, and going down the other side into the river beside the Tamar Street Bridge.
No pedestrians were on the footpath at the time.
The man, who was the single occupant of the ute, was able to exit the vehicle, where he was interviewed by police.
Tasmanian Fire Service also attended, and assisted in extricating the vehicle from the mud.
Besides being a little wet the man was unharmed, but was taken to the Launceston General Hospital to be treated for shock.
Tasmania Police Crash Investigations Unit Senior Constable Michael Rybka said they are investigating whether a medical condition was a factor in the crash.
They do not believe weather, drugs, or alcohol were factors at this stage.
The car was insured, The Examiner understands.
