The Opposition had attempted to move a motion to allow for debate on the Integrity Commission's report on the conduct of former minister Adam Brooks.
Ms Hickey told members she would vote with her conscience and would not be intimidated.
“I am not used to receiving such communications and I resent this tone,” she said.
“While I do not intend to take this matter any further, today I stress that any further disrespect shown to the Speaker by the government or ministerial staff will be referred to the Privileges Committee for resolution.”
