The polls closed on Tuesday, with voting expected to get underway at 3pm on the day.
However, transport delays and website glitches caused havoc for the Tasmanian Electoral Commission on the first day of the count.
About 4500 votes had to be transported to respective counting centres after polls closed, which delayed the the release of the result.
The state had a return rate of nearly 60 per cent. Flinders and King islands had the highest return rates for the whole state.
West Tamar Council was the only Northern council to have a decrease in voter return rates with a drop by nearly 4 per cent.
