CCTV footage captured the moment a red Holden Commodore sedan hit a rider while they were both turning onto Wellington Street on Saturday.
The rider, Brett Grey, was knocked from his bike in the middle of the intersection.
The footage showed the Commodore leaving the scene, and Mr Grey claimed the woman stopped for a moment, but then continued to drive away, leaving him on the road.
Witnesses ran to help Mr Grey, who suffered pain in his back, shoulders, and lower leg.
The 23-year-old learner was driving alone and did not have L-plates on her car.
Police located her on Sunday afternoon and she was disqualified from driving for three months and docked four demerit points.
She also received infringement notices for driving unaccompanied, not displaying L-plates and disobeying road markings.
