Tasmania Police was alerted to the incident, with St Helens Police, East Coast tour operators, and members confirming the entanglement.
The Department of Primary Industries, Parks, Water and Environment and Marine Conservation Program will go to St Helens to commence a rescue if safe to do so.
DPIPWE has specialist equipment and staff trained in techniques for undertaking internationally-recognised whale disentanglement operations.
Tasmania Police urged the community to not attempt a rescue or go within 100-metres of the whale.
For members of the community on the water who spot the entangled whale, keep it in sight from a distance, and if possible, call the whale rescue hotline on 0427 942 537.
About southern right whales are 10,000 spread throughout the southern part of the Southern Hemisphere.
