Witnesses saw plumes of dust and a loud crash when the train derailed near the Harbourmaster Cafe near Formby Road at 9.09am.
Two pedestrians received minor injuries and were taken to hospital.
A woman in her 20s received cuts and abrasions to her head after the freight train hit a fence and the fencing material struck her.
A man in his 40s has a suspected broken elbow and cuts and abrasions.
Inspector Steve Wilkinson said TasRail’s response to the emergency was very effective.
“If the train had gone on, it could have been far more serious,” he said.
