The fire, on a vacant property in The Avenue, was reported shortly before 12pm.
Two people were arrested in a carpark a shorty distance from the fire, police say.
They remain in custody.
Police and Tasmania Fire Service crews remain on the scene.
The TFS have issued a smoke alert for the area west of The Avenue.
Anyone who saw people acting suspiciously in the area on Thursday are asked to call police on 131 444 or Crime Stoppers anonymously on 1800 333 000.
