The Bureau of Meteorology said it expected heavy rains to continue into Thursday, with a moderate flood warning placed on the North Esk River and minor flood warnings placed on the Meander River and Macquarie River.
BOM warned that potential flooding may develop along the North Esk River at Corra Linn on Thursday as a result of overnight rain.
Minor flooding occurred along the Macquarie River on Wednesday at Westmoor, with potential further flooding at the Cressy Pumps flagged on Thursday.
Rainfall is expected to reach two-day totals of up to 100mm by the end of Thursday in the Highlands and North-East.
A severe wind warning was placed on the whole state by BOM, with winds expected to average between 60km/h and 80km/h overnight, however peak gusts of up to 100km/h are possible.
Snow is expected overnight above 600 metres.
Tasmania State Emergency Service responded to two requests for assistance on Tuesday in Trevallyn and Epping Forest.
Minor roof damage was observed in both cases, but no injuries were reported.
Tasmania SES advised people to supervise children, manage pets and livestock, secure outdoor items, beware of damaged trees and power lines, listen to ABC Radio and be prepared for power outages during the weather warnings.
