A Department of Primary Industry, Parks, Water and Environment spokeswoman said the investigation covered Tasmanian, Australian Maritime Safety Authority, Victorian and NSW jurisdictions.
“These types of investigations take time but it is critical that they are undertaken methodically and thoroughly,” the spokeswoman said.

There is an ongoing complex investigation being undertaken to understand all the circumstances involved in the deaths of the horses and whether any offences have occurred.
In April DPIPWE provided information to the RSPCA that the case was being treated as an isolated incident.
The spokeswoman said no concerns had been identified in relation to the ongoing movement of horses or other livestock across Bass Strait.
