The Royal Commission in its final report on its inquiry into institutional child sexual abuse said it believed the institution that arranged foster or kinships care did not have the degree of supervision or control over a home environment to justify non-delegable duty of care.
But a state government spokesperson said when the state had been appointed as the child’s guardian - that is the child is a ward of the state – they will have access to the scheme, regardless of whether they are placed in an institutional home or a private dwelling.
The Tasmanian Government has agreed to sign up to the scheme and contribute $70 million over budget forward estimates.
