Tasmanian Electoral Commissioner Andrew Hawkey said extra staff would count postal votes and begin the distribution of preferences on Tuesday.
He said he hoped the winner would be known by Tuesday night.
“”We have nine candidates with 26 per cent of the vote and we don’t know where those votes will go,” Mr Hawkey said.
“We may have to go through some ballots four or five times.
“We don’t have a clue where the preferences will go.
“Mathematically, it is possible that one of seven candidates could win, there are many possibilities.
“We just have to wait and see.”
At the close of counting it appeared to be a three way contest between Liberal candidate Jane Howlett with 4972 votes, Labor’s Janet Lambert 4184 and Independent Steve Mav 3765.
