Glamorgan Spring Bay councillors voted to alter zoning requirements at its Tuesday meeting to allow for the project to pass into a community consultation period.
The Dolphin Sands development would include a 150-room resort, a golf course, a health retreat and 161 units and villas along the river.
The council approved the motion on a four-three vote after councillor Jenifer Crawford requested the motion to be delayed for a month.
“As an individual member [of the council] I’ve only had four days to read and digest the reports and recommendation,” she said.
Cr Crawford’s plea was stifled after councillor Jenny Woods changed her mind about the vote, despite previously saying she agreed with Cr Crawford.
The reversal came after council general manager David Metcalf said the public should get a chance to see the proposal in full as soon as possible.
A 42-day community consultation period regarding the development will shortly begin for the public.

Glamorgan Spring Bay mayor Michael Kent told The Examiner the project would be “an ideal” development, which would create jobs and economic growth in the area.
“A number of people I’ve spoken to aren’t necessarily against the proposal, but they have concerns about various aspects of it,” he said.
“Developers will explain all of the necessary aspects to them.”
