A motion to undertake the feasibility study was forwarded by deputy mayor Michael Kelly, attracting much debate at February’s meeting.
The motion passed five-to-four with debate centred around the appropriateness of building a road in a national park.
The council has pledged to pay half of the $250,000 cost of the study. It will lobby both major parties for the remainder.
