Mr Bertrand was recently diagnosed with a terminal illness while caring for his ill daughter in Queensland, and is no longer able to fulfill his duties.
His resignation also comes after three councillors walked out on two separate council meetings this month during discussions about granting Cr Cadart a leave of absence.
Mr Cadart said the three councillors wanted him out of the council and did not want to vote on granting Mr Cadart an official leave of absence.
The councillors were allegedly unhappy about Cr Cadart’s extended absence in Queensland.
The statement Mr Cadart handed in to the Glamorgan general manager expressed his deep sorrow that he has had to leave his beloved community.
“It is with great regret that I hand in my resignation effective immediately,” it said.
“This has been a very hard decision for me to make and I was hoping to return to Tasmania after staying in Queensland for six months to help my daughter suffering with post-natal depression.
“I learnt in the last two weeks I have a terminal illness and I am required to stay in Queensland to get treatment around my loved ones.
“It is with great sadness that there is little chance I will ever come back to Tasmania.
“I want to thank the entire community and wish them the best for the future.”
Glamorgan Mayor Michael Kent acknowledged Mr Cadart’s resignation Wednesday afternoon.
“It is with sincere regret that the general manager of Glamorgan Spring Bay Council has today received and accepted Councillor Bertrand Cadart’s resignation from Council, effective from September 28, 2017,” he said.
“Councillor Cadart has served on Glamorgan Spring Bay Council for 12 years, with a large part of this time as Mayor.
“During that time, his dedication to the community and his commitment to his Council duties has been exemplary.
“His love of the East Coast of Tasmania shone through and resulted in media attention for our region both nationally and internationally.
“Councillor Cadart can be commended for his dedication to the communities of Glamorgan Spring Bay.”
Local government Minister Peter Gutwein said he wished Mr Cadart and his family well, and also encouraged the councillors to “continue to work in the best interests of their community.”
