University of Tasmania Vice-Chancellor Professor Peter Rathjen said receiving the first tranche of funding signalled an exciting step toward realising this important project.
"We have been thrilled with the support this historic project has received from all levels of government and all sides of politics," Professor Rathjen said.
"Strong partnerships and financial commitments have allowed us to take this project from an idea to a soon-to-be reality and now this funding enables us to move on confidently with the next stage of planning.
"Once realised, the $260 million redevelopment of the site will be the single highest infrastructure investment in Launceston's history.
“We are pleased to be able to progress what will be a lasting legacy for the community.”

The University today released a series of master plan concept images for the site.
These concepts were developed by architectural firm McBride Charles Ryan alongside the University and informed by engagement with key stakeholders.
These concepts have been developed to showcase the utilisation of the space and how the sites integrate with the surrounds.
A key focus was also how the site can bring vibrancy to the area, making it more attractive to students and the community.
The University buildings will be at the heart of a new, broader Inveresk precinct bringing together education and the community.
Plans will also build on current research strengths in the north, providing contemporary facilities for the region.
The master plan that sets out the long-term vision for the precinct will soon be released .
