Williams score came off 41 balls and included six boundaries and three sixes in the Blues total of 6-166.
Jordan Loone was the most successful of the Eagles bowlers taking 3-28.
Mowbray made 7-136 in reply with Liam Reynolds top scoring with 40 and Connor Lockhart finishing on 24 not out. Max Hunt took 2-19 for Riverside.
Westbury had a two-wicket win over South Launceston in their match at Ingamells Oval.
The Knights made 7-121 after winning the toss and batting with James Lee top scoring with 30 and Jeremy Jackson making 28.
Westbury’s UK import Dave Rodgers top scored with 49 while Matthew Battle made 22 in the Shamrocks run chase as they reached 8-127 in reply. Graham Donaldson took 2-31 for South.
