Korean young-gun Chung was the one to put in the hard yards, slogging it out for more than three hours against 20-year-old Sydney-sider Jordan Thompson in an epic contest.
Chung, the No.5 seed, fought back from a set down to win 5-7, 6-3, 7-5, in 3:02.48 at Launceston's Regional Tennis Centre.
Thompson, ranked 268th, saved a match point in the 11th game, before 129th ranked Chung, the Burnie International champion, won the next two games to qualify for his second final in just over a week.
Comparatively, Fratangelo had a walk in a park, thanks to a walk-over.
The 21-year-old from Pittsburg in the US was on court for just over half an hour in his semi-final.
His opponent, China's Ze Zhang, called for a medical time-out at the end of the first set, which he had lost 6-3, before retiring hurt moments later.
Both matches were delayed until 5.30pm due to Launceston's wet weather, after it was feared for much of the day they would have to be delayed until this morning.
The men's final will be played today on centre court and won't start before 11am.
The women's ITF futures tournament semi-finals were postponed until this morning, and will be played from 10am.
They will be contested between Tereza Mrdeza, from Croatia, and Thailand's Varatchay Wongteanchai, with Irina Falconi and Daria Gavrilova facing off in the other semi.
The women's finals will follow the men's finals today.

On Friday night, the doubles titles were decided, with No.2 seeds Radu Albot, of Moldova and Mitchell Krueger, of the US, winning an epic against Adam Hubble and Rubin Statham.
They came from a set down to win in a third set super tie breaker 6-3, 7-5, 11-9 in one hour and 34 minutes.
Women's No.1 doubles seeds Xinjun Han, of China, and Junri Namigata, of Japan, also took home the title in a third set super tie breaker, winning 6-4, 3-6, 10-6.
