Cr Perkins was among the first mayors to be announced in Tasmania, coming through at 6.30pm with 74.03 per cent of votes with a tally of 2890, ahead of mayoral candidate Andrew Connor with 1014 votes.
He last night said he was pleased with the result and planned to "continue on with business as usual".
"You never take it for granted," Cr Perkins said.
"Incumbency is a big advantage and the council hasn't done too much wrong over the last few years - from that point of view you're always quietly confident.
"I'm just relieved, it was good to get a early result."
He congratulated other mayoral nominee and incumbent Cr Andrew Connor for running for the position.
"I think it's important for people to put their hand up," Cr Perkins said.
"I look forward to working with the new council obviously there are some changes at council level, three councillors stood down.
"I'm looking forward to getting on and continuing on with what we've been doing."
