Targa will be a six-day event from next year with the addition of a full day's racing in Hobart.
It will run Monday to Saturday in preparation for the 25th anniversary celebrations in 2016 to entice greater participation for the milestone, event director and new owner Mark Perry said.
"We ran Kayena before the [George Town] prologue this year and we are adding Legana and Holwell to the first day on Monday," he said.
"Rather than it being leg zero and only seeding the field on that day it will be a competition day for the first time.
"It will run the same and we will still have cars on display in Regent Square."
Seeding will be done using data and Mr Perry said the changes would limit disruption to George Town businesses with Monday being a quieter business day.
The new Southern loop includes stages in the Huon Valley, which were part of the tarmac rally's first 16 years.
Mr Perry said organisers were looking to use as many of the original Targa stages as possible.
The event will still start at Country Club Tasmania at Prospect and move onto the three Tamar Valley stages before the prologue.
The Northern loop including Sheffield will take up day two and the third day will be held on the East Coast with the Sidling again a part of the course before finishing at Longford.
Day four and five will encompass the North-West and some of the Hobart fixture, while on Saturday a return to the Oyster Cove, Woodbridge, Cygnet and Longley stages will be tested out.
The rally will finish at Wrest Point.
"The North of the state still gets plenty, but this allows us to re-engage with the South, and it is important that Targa Tasmania spreads its economic impact as widely as possible as well," he said.
In 2015, the event will run from April 27 to May 2.
