Hoornweg will also take on the role of technical director for the Tasmanian team competing in this year's Australian Netball League, working closely with head coach Jon Fletcher.
Hoornweg joins Netball Tasmania with a long list of impressive credentials including as Victorian state coach, former coach of the Melbourne Vixens and Melbourne Phoenix, dual Australian coach of the Year (2005, 2009) Australian national coaching director (1989-91) and national coaching stints in Fiji and England.
Hoornweg was a consultant to the Singapore Netball Association in 2013-14 and was also appointed to the international coaching advisory panel this year.
Netball Tasmania chief executive Julia Phillips said Hoornweg will be working with state netball coaches and athletes to strengthen Tasmania's competitive edge and develop the state's future elite talent.
``We are delighted that Julie will join the team here in Tasmania and are excited about the contribution she can make to the development of our elite athlete and coaching programs,'' she said.
