Bailey's axing comes off the back of a substandard Ashes series, where he scored just 183 runs in the five match series.
Bailey could be replaced by fellow NTCA graduate Alex Doolan, who has been named in his first Test squad, with Tigers paceman Jackson Bird being recalled after recovering from the back injury that forced him home from the Ashes series in the winter.
All-rounder James Faulkner has also been selected.
Meanwhile, Bailey (captain) and Faulkner have been named in Australia's T20 squad to play England in the three match series that follows the current one day international series.
Spinner Xavier Doherty was overlooked.
