''This is a terrific opportunity for me to take over a great list and I am certainly honoured to take on the role,'' Hills said today.
''The opportunity to take on something new and build a culture from scratch is something that appealed to me taking on the job and I look forward to beginning in the role next week.''
Hills replaces his premiership coach Mitch Thorp, who in December took up a playing assistant coaching role with SANFL club Glenelg.
Western Storm president Michelle Strickland today said:
''As a club we are very happy to have Mitch on board as head coach, and believe he is the perfect fit for our group.
''Mitch has a wealth of experience in teaching and he will step into the role and lead our players well. Mitch will continue to play and we look forward to the upcoming season in 2014.''
The club had Launceston's Scott Stephens as its number one target, until Stephens took the top job at the Blues after Brennan Savage stepped into a new role.
The Storm will resume preseason training on Monday.
