A motion was also passed to have the general manager step down on accrued leave while an independent inquiry into the council's operational procedures was conducted.

Confirmation of the council's 2010-11 annual   meeting minutes and its 2011-12 annual report was rejected by the overflowing gallery.

The vote of no confidence was moved by George Town Residents and Ratepayers  Association member John Austin, with apologies to Deputy Mayor Bridget Archer and Cr Tim Cory.

Mr Austin said the vote was due to the council's failure to consult the community with a number of issues including the approval of its draft interim planning scheme.

Gallery members also passed a motion for the council to establish a landscape management plan for the town's Regent Square in accordance with Tasmanian Heritage Council requirements.

George Town resident Sue Neilsen passed a motion to have the council sell its newly developed Regent Square hall to the state government for $3 million to allow the construction of a state government-funded $6 million Learning and Information Network Centre and Child and Family Centre Hub in the facility.

Mrs Neilsen said the money received would cover the council's debt for the structure and would quell any dissatisfaction regarding the government's proposed hub.

The council will address the motions passed at its ordinary council meeting at  George Town at 10am on   December 19.
