Construction began on the 700 metre long levee in October 2017 in an aim to help protect Launceston from flooding.
This came after flooding in 2016 displaced a number families in the area from their homes.
"The Newstead Flood Levee construction is well underway and is expected to be complete before the end of the financial year,” Mr Stretton said.
"While predominantly an earth levee, it will also include a Bauer flood gate across Hart Street and a concrete levee between Hart Street and the Hoblers Bridge Netball Centre.
"The 700m-long flood levee is designed to protect low lying parts of Newstead from a one-in-350-year North Esk River flood.”
Mr Stretton said construction of the final section of the earth levee would begin on April 9.
"The three penstocks and Bauer gate across Hart Street [will] be installed in coming weeks,” he said.
"Once complete, the new levee will provide protection for the same level of flooding Launceston saw in June 2016."
