The upgrades will see a large part of the building retained, but would “significantly” modernise the facilities, the council’s general manger Michael Stretton said.
“Prince’s Square is a highly utilised public park, and the council has been listening to feedback from the general public who want to see these facilities given a new lease on life,” he said.
The proposal is open for comment until February 26.
