Labor leader Rebecca White made the pledge on Wednesday after earlier declaring health her number one priority ahead of the March 3 poll.
The state's only private surgical abortion clinic closed in December, raising fears women would have to pay thousands of dollars or travel interstate for the procedure.
"It's a medical procedure like any other, and it is a legal procedure that should be provided in a public health system," Ms White told reporters.
"We should not shame women who need this."
But Liberal Premier Will Hodgman has emphatically ruled out making the service part of Tasmania's public health system.
"Our policy is to provide that financial assistance for women to get it where they can," he said.
In a statement, Health Minister Michael Ferguson said the services offered to Tasmanian women remained the same despite the clinic's closure.
"It is wrong to say that Tasmanian women must fly to Melbourne to have a surgical abortion," he said.
Tasmania in 2013 removed any reference to the medical procedure in criminal laws, joining Victoria and the ACT.
