His work includes time in both Burnie and Hobart, as well as service overseas.
Dr Skinner was the director of anaesthesia and intensive care at the North West Regional Hospital from 1998 to 2009, and in 1997 he co-founded the Primary Trauma Care Course.
He is a member of the executive committee of the Tasmanian Health Service, the executive redevelopment committee and is a clinical associate professor and director of surgery and perioperative services at the Royal Hobart Hospital.
He also held the role of director of anaesthesia and perioperative medicine in Hobart from 2010 to 2017.
Dr Skinner was also a member and chairperson of the Tasmanian anaesthesia training program for the Australian and New Zealand College of Anaesthetists from 2010 to 2017.
In addition he is a clinical specialist to the Australian Antarctic Division. Dr Skinner is also a former uniformed medical officer for the Royal Australian Air Force and is a recipient of the Humanitarian Overseas Service Medal, Australian Active Service Medal, Australian Service Medal and Defence Long Service Medal.
