Heap has replaced outgoing president Austin Fagan, who did not seek re-election.
The annual general meeting held on Wednesday night also ratified six new board members in what proved a major shake-up for the club.
Michael Hancox, Roger Mies, Amanda Murphy, Luke Nichols, Tom Pinkiewicz and Kiara Walsh joined Heap’s ticket for next season.
All 10 board members and the four-member executive were elected unopposed.
The 59-year-old rejoined City in August this year when Fagan endorsed Heap as the club’s director of football.
He told club members on Wednesday night at Prospect clubrooms that City were close to hiring a new National Premier Leagues coach.
Ben Brookfield had stood down in September at the end of the 2017 season after just one year in the role.
Heap’s own playing career included seven seasons at Launceston Juventus before heading to NSL club South Melbourne in 1983.
But two serious reconstructions within 12 months forced him to retire at just 24.
Heap, who worked with NBL club Sydney Kings for three years on communications and community engagement, has spent more than three decades in business including real estate.
But he has also held voluntary positions on the Tasmanian Chamber of Commerce and Industry and currently as the chairman of the John Glover Society.
