The council’s general manager Michael Stretton said the existing facilities beneath Macquarie House have no disabled access and will be demolished as part of that building's redevelopment.
“The new facility proposed will feature four toilets, a shower and baby change facilities, and would be well placed to serve Civic Square and the wider central business district,” he said.
The proposed building would be located between Macquarie House and Charles Street, position within a refurbished garden bed.
It would require the relocation of the existing car parking spaces located opposite Henty House to the Charles Street road reserve.
According to the development application a total of seven locations were investigated prior to the final location being selected.
Public comments on the DA for the building will close on November 7.
