Neighbours reported seeing the man leave the shore and start rowing in dangerous waters.
Tasmania Police say the mans outboard failed to start.
The man, in his 40s, left a property on South Bruny Island about 7.30pm on Saturday.
Tasmanian Police sent its PV Dauntless vessel to assist in the search, as well as the Westpac Rescue Helicopter.
The man and the tinny were rescued just after 10pm.
