Police are currently at the scene of the fatal motor vehicle crash in Swansea.
Glamorgan Spring Bay mayor Michael Kent said no family should have to endure the death of a family member so young.
The loss to the family, friends and the community was “beyond comprehension”, Cr Kent said.
”I send my personal heartfelt love to the family in this terrible time.”
The death of a child was “absolutely devastating” for the community.
Road Safety Advisory Council chair Jim Cox said the fatal incident was a “horrendous tragedy”.
The circumstances of the incident were unknown at present, Mr Cox said.
“Our sympathies go out to the family and to all concerned.”
It is the second incident involving a child being run over in six months.
The boy was taken away in an ambulance, but died on the way to the hospital.
The fatal crash brings the state’s road toll up to 25 after a motorcyclist died on Tasmania’s north-west coast on September 17.
The total number of deaths of Tasmanian roads in 2016 was 38, five more than the toll in 2015.
