The government has refused to disclose the sum of a settlement payment made to a woman who, at 12 years old, was prostituted to over 100 men while under a guardianship order.

The woman, who cannot be identified, was prostituted to between 100 and 200 men over a month in 2009 by her mother and mother’s partner Gary Devine.
Of the clients, just one was publicly identified – former Tasmanian upper house member, Terry Martin.
Mr Martin received a suspended sentence for his crimes against the minor while the mother and Devine received 10-year sentences.
The victim last year lodged proceedings against the government to claim damages.
Human Services Minister Jacqui Petrusma said the matter was settled earlier this month.
“As far as the state is concerned, the settlement is confidential,” she said.
“This was a shocking case that occurred in 2009 under the former Labor government, and was a catalyst for many changes that have since been implemented in child protection by the current government.”
