On Tuesday, Acting Attorney-General Matthew Groom tabled the potential changes, calling for dangerous driving offences to be moved to the Criminal Code.
This would see the maximum penalty for a first offence increased from two years imprisonment to 21.
The changes could also see dangerous driving become an indictable offence that could be heard in the Supreme Court.
