The UK Ministry of Defence has knocked back the Tasmanian government’s request for reconsideration to upgrade the award.
Mr Sheean’s nephew Garry Ivory has been fighting for the upgrade for about 28 years.
“I won’t stop until I get recognition for my uncle. At the moment we have a MID which is not even a cross it’s a ribbon,” he said.
Lyons MHA Guy Barnett made the announcement on Monday.
“We will be writing to Admiral Tim Barrett, chief of the Royal Australian Navy for reconsideration,” he said.
“We have done this on the basis that a review was recently held in Captain Raymond Allsopp for his actions on July 1, 1945 at Balikpapan.”
Mr Barnett said Capt Allsopp was awarded the Star of Gallantry for his acts of heroism.
“We hope it (writing to the chief) will be a positive step forward for Teddy Sheean for reconsideration for upgrading the award to a Victoria Cross,” he said.
“He went down with the ship on the first of December 1942 to demonstrate that courage and bravery to help save his mates to support and save his country against the enemy.”
Mr Barnett said he believed that bravery should be recognised.
“It should be rewarded and we will do everything that we can. We will continue to fight on which was Teddy Sheean’s motto,” he said.
Mr Ivory said he hoped the precedent would make his family’s fight successful.
“I think peer pressure should get to authorities and get Teddy the award,” he said.
Mr Sheean died aged only 18 while on a resupply and evacuation mission.
