About 30 wreaths were laid outside the RSL from community groups and individuals, the largest collection ever received for the morning service.
The dawn service attracted about 450 people but had to be held inside the RSL due to inclement rain.
About 350 attended the 11am service that was held outside as the weather cleared.
The weather proved too much for one school student, however, who fainted while attending the service.
Retired veteran Pat Clements has been attending the Exeter service for many years and said he had seen it grow in popularity.
He said it was important that people stopped to remember what it meant to be an Anzac. Legislative Councillor Kerry Finch was the master of ceremonies.
