The 16-year-old L-plater was travelling in Meadow Court when he lost control of his bike and drove onto the footpath before crashing into a give-way sign.
Emergency crews were called to the scene about 11.30am and the injured rider was transported to the Launceston General Hospital.
He died shortly after as a result of his injuries.
Tasmania Police crash investigators said speed and inexperience were likely factors in the crash.
First-Class Constable Nigel Housego said the rider was believed to have been travelling in excess of 100km/h in the 50km/h zone.
“My observations of the marks on the road indicate he was travelling well in excess of the speed limit,” he said.
“Due to their age, inexperience does appear to have been a factor.”
A second rider was travelling behind the 16-year-old when the crash occurred.
He was uninjured and has been interviewed by police.
It is understood both riders were wearing helmets at the time of the crash.
Acting Inspector Dean McMahon said police were urging road users to take care.
“This is an unfortunate incident and our thoughts are with the family, however it is a timely reminder of the danger of such riding in urban areas - police have warned of such danger prior to this crash and after a similar incident in October last year,” he said.
“It is just tragic to have this occur again, it did not have to happen.”
The next of kin has been notified.
