Tasmania Police found the spillages just after 8.30pm on Friday.
The main spill of dry, harvested heads was at Westbury, from Meander Valley Road, William Street, and the Bass Highway, for about 3.5 kilometres.
A second, smaller spill was found near Deloraine.
It is not known how the spill occurred, but police are investigating.
A clean-up operation is underway, but the public is reminded that poppies are toxic, and should not be consumed.
Anyone who finds what they believe to be remnants from the spill is asked to contact Tasmania Police on 131 444, and to not handle the poppies.
