On Sunday, Mr Gutwein said councils needed to do more to upgrade water and sewerage assets in the state.
Currently, 21 Tasmanian towns remain in “boil water” alerts and four are on “do not consume” alerts.
“The fact is, local councils have sacrificed investment in our water and sewage infrastructure for a long time, in order to pay themselves dividends,” Mr Gutwein said.
“In my address to CEDA [on Monday] I'll have more to say about this issue, and outline the next step the government will take to address this most serious issue.”
