Crowe shot a four-over 76 to win by seven strokes when tournament officials reduced the competition on Friday from four to three rounds.
He held an overnight lead of eight shots after impressive scores of 70 and 66 in the first 36 holes on Thursday at Riverside Golf Club.
Victorian Caleb Bovalina carded a 72 for the best round of the day to finish second.
Prospect Vale’s Ryan Thomas was the best of the Tasmanians, shooting a 79 to fall 16 strokes behind Crowe in equal seventh after earlier rounds of 72 and 77.
Devonport’s Joel Lunson shot a four-over 76 to place 13th in his own state championship.
Strahan’s Brady Ludbey hit an 82 for a top-15 finish.
NSW South Coast’s Casey Cook came from three shots behind to win the girls’ title by three over the final 18 holes on Friday.
Overnight leader Sarah Wilson crashed out for a 12-over 85 after carding 70 and 78 on Thursday.
Cook kept her composure with a solid 79 – the second best score on Friday – that secured the win.
Tasmanian Golf Club’s Zahara Lemon finished the tournament a further stroke behind in third after scoring a best 75 for the tournament.
Prospect Vale’s Lily Caelli finished inside the top 10 despite her worse round, shooting a 19-over 92.
