The only scratch rider in the final, dual Olympian Edmondson caught up with the front group with a couple of the seven laps remaining but left her attack too late.
A delighted Moran held on to win from a 100m handicap in 2:17.31 from Bree Hargrave (60) and Alice Culling (90) with Edmondson fifth.
“I’m pretty ecstatic. This series is just great,” said the Adelaide 18-year-old.
“Nettie is a great idol of mine and just to be able to keep up with her is great.
“I could hear them coming and just wanted to hold on.”
A member of both junior track and road national teams, Moran said the $1000 winner’s prize was easily her biggest win since moving up to seniors.
“I’ve ridden at two junior world championships and I’m pretty happy to have won my first race in the elites.

“I’ve been coming here for a couple of years and it’s great to get a win.”
Perth’s Georgia Baker failed to qualify for the final after clipping wheels with her Rio Olympic pursuit teammate Edmondson in the heat and crashing heavily on the first corner, sustaining bruising to her face.
