After sitting vacant for more than two decades, the site is set to be revitalised with a cafe, a restaurant, state government offices and a council-owned 300 space car parking facility.
Mr Stewart said the entire project, including the purchase of the site, has a budget of $20 million.
“We couldn’t have done it without the state government helping and the council helping,” Mr Stewart said.
“I don’t think anyone could have.”
Mr Stewart hopes to see the Development Application approved by January, with work to commence immediately after.
He said the entire project should be completed by late 2018.
