Assistant Commissioner Glenn Frame announced on Tuesday morning that the Tasmania Police review had determined that no criminal offence had been committed.
Mr Frame said the complainant had been advised of the outcome of the review.
"The review has been provided to the Department of Primary Industries, Parks, Water and Environment, for their consideration. The Integrity Commission has been advised of the outcome," he said.
Complainant in the matter, Windermere independent MLC Ivan Dean, said he had also made a complaint to the Integrity Commission.
“I am satisfied with the position as provided by police,” he said.
“I initially identified in the report to them that it might be more appropriate to be considered by the Integrity Commission.
“It is my understanding that the police will be in a position to provide evidence they have gained during their preliminary assessment to the Integrity Commission to assist any investigation that might be undertaken.”
