The 28-year-old forward was named caretaker coach mid-season following Trent Bartlett’s shock resignation in June.
Roos president Roger Viney said Webberley was the right man to take the club forward.
Clarence have not played finals in the past two seasons, finishing this year in seventh spot with five wins and 13 losses.
“We look forward to working with him to turn around the fortunes of the club and get back to being a successful finals winning club,” Viney said on Friday.
Webberley has been an assistant coach at the Southern-based club for four seasons and played 16 AFL games after being drafted to Richmond in 2009.'
The same year Webberley won a State League premiership with Clarence and took out the competition’s player of the year award.
