The Examiner understands the new building, situated on High Street between the Campbell Town Fire Station and the A Little Piece of Heaven cafe, has been touted to operate as a wine bar and art gallery upon opening.
The business would be the first wine bar and art gallery in the area.
The property has been out of action since a fire which saw the Hooked fish and chip cafe destroyed in May 2011, just a year after its opening.
The fire was later confirmed by Tasmanian Fire Service to have been lit by arsonists.
It is unknown when the building will be completed.
