Having represented Australia at under-19 level last year, Fletcher Seymour will captain a side featuring his Mowbray teammate Jarrod Freeman and Riverside's Oliver Wood.
Squad assistant coach Clinton Reid says it is deserved recognition for the NTCA products.
"All three have been identified over two or three years as players of interest in youth pathways, and all have had very good seasons, whether in club or representative cricket," he said.
"Ollie is an all-rounder whose batting has come along this year after he worked really hard on it. Fletcher and Jarrod have both had opportunities at national level and also worked really hard on their game, so fully deserve this opportunity."
The 16-day tour is the first of its kind to be provided by Tasmania and will take in Leicestershire, Northamptonshire, Buckinghamshire and Hampshire, featuring one Twenty20 match, one two-day match and five one-day matches.
Head coach and Cricket Tasmania high-performance manager Shannon Tubb says it is a fantastic opportunity and experience for the selected 13 players to develop their cricket over the winter.
"These players will not only get to experience the challenges of playing overseas in unfamiliar English conditions but they will also play against some quality opposition," he said.
"We strongly believe in our players training and playing under extended periods of pressure in match conditions at every opportunity to develop game awareness and mental strength leading into future national championships. With the increase in demand for Australian youth tours overseas, we want to leave no stone unturned to perform at the highest level when given opportunity."
Tasmanian Tigers players Ben McDermott, Hamish Kingston, Jordan Silk and Beau Webster will also be on tour in England and will have a mentoring role within the squad.
