Senator Abetz on Thursday said he was "absolutely committed" to serving out another six-year term, as senior members of the government Warren Truss and Andrew Robb announced their retirement.
The Liberal stalwart, who has snared the No. 1 spot on the party's Senate ticket, urged Mr Turnbull in December to include former prime minister Tony Abbott in the reshuffle, caused also by the resignations of junior ministers Mal Brough and Jamie Briggs.
"I didn't only mention Tony Abbott, I have mentioned other people like Angus Taylor, Dan Teehan and so the list goes on," Senator Abetz said.
"I might have all sorts of views, but it's up to the Prime Minister to determine and choose his own minister and he will do so."
Senator Abetz said it would be a difficult choice for Mr Turnbull.
"There is an embarrassment of riches from which the Prime Minister can choose," he said.
Senator Abetz was dropped from his employment ministry during last year's leadership change, but said he was "more than happy" being a senator for Tasmania.
"All I've said throughout my public life is that I'm here to serve not to succeed, if success comes along so be it, if it doesn't, so be it," he said.
Mr Turnbull is expected to announce a reshuffle at the weekend.
