The work forms the first part of the City Heart project, and will be fully funded by the council.
Northern Tasmanian company Baker Building and Civil Contracting has been awarded the contract for the civil works component of the redevelopment.
The works are expected to be completed by August.
More than 12,000 pavers will be laid during the works, and over 600 metres of pipes and conduits, 12 tree planters, and eight bike racks will be installed.
Launceston mayor Albert van Zetten said the council would do its best to minimise disruption.
``A construction project of this scale necessarily involves some disruption at times. The important thing for people to remember is that the Quadrant Mall will remain open for business during the construction,'' he said.
``We will be undertaking the work in sequential stages, only fencing off areas as needed to ensure adequate pedestrian access to shops.
"This is an exciting project for our city and one which will create new opportunities for businesses and events in our CBD."
City Heart Project reference group chairman and Alderman Darren Alexander said the council would work to keep Quadrant Mall business owners updated on the status of the works throughout the project.
