Cr Larner was killed when his ATV rolled on a private property.
The 75-year-old suffered head injuries and died at the scene.
He had been a Tasman councillor since 2009.
Cr Heyward said Cr Larner's passing was a great loss for the community and she warned others to stay safe this holiday season.
``It was just a tragic accident,'' she said.
``People need to be very careful on these bikes and wear the correct safety equipment.''
Cr Heywood said Cr Larner represented his community very well and residents of the region were mourning his death.
Funeral arrangements are still being made.
It is believed Cr Larner's funeral will be held at Port Arthur either this weekend or early next week.
A report about his death is being prepared for the coroner.
