In a report provided to council, infrastructure services director Harry Galea has recommended the Kingsway become a one-way street flowing in a northerly direction, Charles Street be made two-way between Brisbane and York Streets, and Paterson Street be changed to a two-way street between Charles and St John streets.
The report recommends sections of Charles Street, Brisbane Street and George Street be reduced to one lane, and areas of Paterson Street and York Street be reduced to two lanes.
Bus stops would also be changed under the plan, including upgrades to southbound stops on St John Street, and relocating and reducing northbound stops on St John Street.
"Aldermen gave clear direction that engagement with the broader community needed to be undertaken regarding the proposal to convert one way streets to two way streets in the CBD and relocation of some CBD bus stops as part of the Launceston City Heart project," the report said.
"The results [of community engagement] did not conclusively indicate a community preference for or against either the proposal to convert one-way streets to two-way streets in the CBD or the relocation of CBD bus stops."
The report said works would be undertaken over four years, with works also necessary on Cimitiere Street and some intersections on York Street.
Input into the proposed changes was received from Metro Tas, Tasmania Police, St Andrews Presbyterian Church, Heritage Tasmania and the Department of Treasury and Finance.
