Rent in the Hadspen area cost residents an average of 21 per cent of their incomes, while George Town, Beaconsfield, Rocherlea, Mowbray and Invermay all ranked just behind, costing renters 24 per cent of their income or less.
Dilston, Swan Bay and Hillwood were greater Launceston's least affordable places to rent, with renters losing an average of 42 per cent of their incomes on housing payments.
Tenants at Lilydale, Underwood, Bangor, Karoola, Lalla, Turners Marsh and Gravelly Beach were also likely to be experiencing housing stress - or spending 30 per cent or more of their income on rent.
The report is Australia's first ever Rental Affordability Index, and has been created by National Shelter, Community Sector Banking and SGS Economics and Planning.
National Shelter's Adrian Pisarski said the report showed that low-income Tasmanian families on $500 a week would be spending 54 per cent of their income to rent a property under current market conditions.
"Rental unaffordability is dividing Australia in a big way. Working families, according to this report, are experiencing severe housing stress," Mr Piarski said.
"This report shows housing affordability is a much bigger problem for renters than owner occupiers.
"The report is designed to fill a gap in available data on rental affordability and focus attention on the need to reform our rental system."
